Renter pays all utilities. The Santaquin water/sewer/garbage bill will remain in the owners name but be paid by the renter. The owner will reimburse the renter for the outside pressure irrigation bill which is charged during summer months. The renter will transfer all other utilities into his/her name and pay them.
