Most people attend with their families. Lowell is a small but very cultured city. The park recreation music events are well attended.     "This neighborhood is pretty good for the most part. I’ve lived here for 17 years. Some new neighbors that moved in party an awful lot and I’m hoping that would simmer down since this neighborhood have always been quiet. However, I still would not let my children walk outside alone. "
