The city allows four bar owners to negatively affect the livability of the neighborhood. They also divert public safety funds to monitor the area to “just stop fights” of drunk bar patrons one one block, yet leave other surrounding streets (and neighborhoods) unsafe. The only thing from keeping downtown Cleveland from being amazing is the city itself. "
