Unfortunately not everyone respects this rule so I’ve seen awful situations where some dogs are on leash and some are not. The dogs on leash are threatened because they’re leashed and bad situations arise. Also, many people don’t clean up after their dogs. Disrespectful and entitled people exist. This area is not immune to that. "
