    "Not many young children in the neighborhood. While there are leash laws many dogs are run off leash, and rarely picked up after. Cats are allowed to run free and often make use of any open patches of soil as make shift litter boxes. "

In certain areas this is understandable, e.g. leash free zones, but you shouldn't have to run that risk in your front yard. Largest issue I can see thus far is cat owners that allow their animals to roam. They frequent your yard, kill birds, and defecate in any loose soil they can find. Many municipalities have reasonable codes that hold ALL pet owners responsible for the animals in their care; cats are no different from dogs and should be cleaned up after and monitored."
