    "St. Claude, with its large median and 2 lanes, is the "Great Wall of China" in the so-called Bywater. South of St. Claude (addresses 1000 and lower) is a neighborhood that is probably the fastest transformation post-Storm; it is like SoHo, Venice Beach of SoMA (in SF) in the '80s, the artists and professionals have dived in and the place changes daily - first coffee and sandwich shops, then restuarants, and you see dog walkers and bikers everywhere. Crime has plummeted the past 2 years, especially since a police substation was just plunked down in the middle of Bywater. Definitely a great hood, although I am not commenting on schools. Its a different story north of St. Claude (typically addresses 1100 and higher), is a still-blighted 'hood, where it is sketchy. It may take 5 or 10 years for it to turn around. Honestly, that area to the north of St. Claude should not longer be called the Bywater, because its on the wrong side of the "St Claude Wall" and it isn't near the river, and the neighborhoods could not be more starkly different."
