School is average at best. We were told this was one of the best elementary schools in the district. I find that pretty discouraging. The option of pursuing an IEP for a struggling student was met with resistance by teacher. As a result, the IEP process never began and student did not meet any math

They won't make a change in learning (for example allow tutors that GAPS will provide) to help your child but just want thousands more dollars expecting the same results with no additional support to the child.
