The school administration has the outdated policy that a school staff member must actually witness the bullying (which is ridiculous since the bullies aren's stupid and won't do it in front of a staff member) to even begin to address it. The victims of the relentless bullying have no recourse but to leave school. The bullying is especially bad in grades 4 through 8. The school doesn't even have an anti-bullying program.
