There was once a teacher meeting talking about how to engage students more in class (since students were ditching and whatnot) and ONE teacher out of all the others, took a whole class period to see what they could do better-and this teacher is the BEST at engaging students, and he happened to be the only one to ask and care. So they insisted on taking phones, even though that won't make a difference in student engagement.
