946 14th Street SE sits in an historically significant neighborhood for our Capitol Hill community and for the history of our great city. In the late 1880’s and early 20th century the area in and around 14th Street was a part of or near Pipe Town. Described by Capitol Hill historian and my friend, Ruth Ann Overbeck, Pipe Town got it’s name “ from the number of women who sat on their porches smoking pipes at the time.” Take a few minutes and read the book written by John Phillips Sousa – Pipetown Sandy(if you can find a copy!). My guess is, there were a number of men who also sat on those porches smoking pipes and cigars..maybe a sipping a little cheap whiskey! Come sit on the front porch at 946 and you can feel it. Neighbors sipping and chatting with their neighbors as the sun set over the Navy Yard. These were hard working people who were the backbone of our nation’s capital. According to Wikipedia (my bible and if it’s not true it should be) in 1911 the Congress passed an act "to confirm the name of Commodore Barney Circle",[17] after a local builder(we real estate types often have led the way in developing neighborhoods) presented a paper on Barney to the Columbia Historical Society in 1910.[11] The neighborhood experienced a building boom between 1919 and 1924, when over 70% of its buildings were constructed. At one point, up to 25 percent of the neighborhood was populated by individuals who worked at the Navy Yard.[18] The rowhouses built to serve those blue-collar workers were modest, but comfortable. Most of the single-family brick rowhouses have at least two stories, two-three bedrooms, a couple of bathrooms, small yards, and low porches. Earlier developments on Capitol Hill featured homes which were narrow and deep, while the homes in the Barney Circle neighborhood are relatively wide and shallow.[19] These type of homes, an innovation in the first decade of the 20th century, are known as "daylight rowhouses" because each room was lit as much as possible by sunlight coming through windows.[20] The homes in the Barney Circle neighborhood generally are set back from the street at a uniform distance, and have a small front yard and an open-air porch.
