Who administers HAP? The U.S. Army Corps of Engineers is the executive agent with overall responsibility for administering the program. There are three Corps of Engineers HAP Centers of Expertise with designated geographic areas of program responsibility. For information regarding programs outside the Savannah District jurisdiction, the District responsible for the state or area in which the installation lies should be contacted.
