Also, HOA rules now state any "bathroom" breaks for dogs must be done off HOA/common grounds property, on the street, or otherwise, but off of the community property, and should be picked up. Any pet bathroom breaks being taken within the community or on common grounds could be grounds for a fee or fine now being imposed by the HOA, and that would be a tenant's responsibility or grounds for a breach of the lease agreement.
