The city allows four bar owners to negatively affect the livability of the neighborhood. They also divert public safety funds to monitor the area to โ€œjust stop fightsโ€ of drunk bar patrons one one block, yet leave other surrounding streets (and neighborhoods) unsafe. The only thing from keeping downtown Cleveland from being amazing is the city itself. "
