    "Many homeowners in the area have dogs. The number one issue I have is... the majority of dogs that I see outside are never tied up or fenced in. The pet owners let their dogs out in the yard without any supervision. At least 95% of the time I'm walking my dog, I have to be on guard to make sure that me or my dog aren't attacked or chased by other dogs. On more than one occasion, I've almost been attacked by multiple dogs that we're not tied up. "
