    "In my neighborhood there are no side walks to walk there dog. We walk ours downtown. There is not enough street lights."

Teens hang with friends, go to what's left of the mall, hang out at the park. Most parents I know let children from mid elementary walk places "alone" as long as there are at least 2 children."
