The neighborhood commission can be a pain in the rear to get anything new and innovative approved and many of the commissioners are stuck 40 years in the past and don't understand the nature of real estate renovations so be CAREFUL if you are planning a complete renovation. The schools are absolutely awful! If you hear that a particular school is one of "the best in the district" that only means that your child will be 2 years behind suburban schools and not 4."
