My experience has been with foreclosures and short sales, that you need to find out from the lisitng agent, first, what required guidelines the bank may already have set up, for example, documents required to make an offer, estimated length of time it will take for the bank to respond, etc.

I also always make sure the buyers understand the home most likely is sold "as is," so if they do an inspection, the bank is not going to make repairs. They also could be required to pay to have utilities turned on for the inspection.
