That is a fee paid to the Home Owner's Association in that area. It's a mandatory fee that typically pays for road maintenance, snow removal, and depending on the subdivision, garbage pick-up and possibly lawn maintenance. In a HOA area, there are rules and regulations that the home owners must abide by, called Covenants and Restrictions.
