That's a tough question as it really depends on a prospective Buyer's needs. That response is assuming you are looking at two homes that you are equally attracted to and that you are seeking input to help you break the tie in desirability.

My experience is that most Buyers will like having a full bath off the MBR instead of a shared bath between bedrooms. I'd venture to guess that easily 80% of Buyers might agree with me on that. The other thing to consider is room sizes. Often, a 3 bedroom home will have larger bedroom sizes than an equally sized home that has a 4 bedroom configuration.

From what I can decipher from the crime report that Trulia has posted; it seems that some residents in the neighborhood called the police regarding suspicious persons or activity in the area. I'm not certain but perhaps there is a "neighborhood watch" system in place.
I suggest that you contact the Wallingford police department to find out first-hand what the crime activity is in the area.

Im assuming you are near choate, My answer will be yes. It will also be pretty close to downtown wallingford which will also help with value. A home near choate can also be a great invesent in the long run for possible rental opportunity!

For your own purposes, providing you intend to stay in the house into the foreseeable future, do what makes you happy. If you were preparing to put the house on the market, I'd be less inclined to say do this.
In general, 4 bedroom homes are more popular than 3. But the lack of reasonable closet space and master bath may justify the loss. With 1700 square feet, having the 4th bedroom isn't critical and most buyers wouldn’t' be surprised to find it a 3 bedroom home.
My last thought would be to speak to some local agents as to what similar homes are selling for, which are selling quickly and how the changes you propose may affect the future value when you sell.
