Although a permit is usually required for a new roof, if you don't have one you should have a bill of sale from the contractor who installed the roof.

This means the property is under contract but still being marketed. The most likely reason for this on properties, are that the sales contract is subject to the approval of a third party for a short sale. This means the sales price is not enough to pay off the mortgage and the lender needs to approve taking less in exchange for releasing the lien.

If you are buying into the park; are they $100,000 in the red, or facing a big lawsuit?

You should speak with a lender. Good credit is great but you also have to find out what your debt to income ratio is before you'll know what you can qualify for. Also if short sale was more than two years ago, you may be okay there. Let me know if you need a referral to a great lender.
