Not sure what you mean here but the water has to be paid. If you are renting and your lease says you are responsible for the water bill then yes you have to pay.

Children should not be a problem and unless you are trying to many people in a home it would be a fair housing violation to reject you because of children. Traditionally the fair housing checker in my area allows 2 people per bedroom before they send the flags up. Rentals are so competitive these days that there may be some other reason you are being turned down. Do you have pets? Does anyone in house smoke?
