Assuming your Fall classes begin in late August, I'd start looking in June. It's best to start your search without feeling rushed, take your time. You might find the best luck in July. If you're looking to find a place on your own, without the help on an agent, is great for finding properties about a month or less from your expected move-in date.

You will need to talk to the VA office to get your Certificate of Eligibity.
You should talk to the Navy Federal Credit Union about a loan, (they take all branches).
Ask about the Funding Fee: It may be free if you are active or disabled.

Yes in Connecticut Landlords are allowed up to two months rent as security deposits. This limit is reduced to one month's rent if a tenant is 62 years of age or older.
