Selling as-is means the owner is telling you they do not plan on spending any money on repairs. It means any problems has the owner does not want to fix or deal with. You still have every right to have an inspection and appraisal done.

If the grill is about to tip over that could be a safety violation. Big booms from exploding gas are a bad thing.

You can offer anything you wish on the house. Take into account any repairs needed and then take off more for the inconvenience of having to do those repairs.

As-is means you get the house with all of the problems it comes with. It could be a good deal, it could be a bad one. Do be sure to have someone look it over hard to get both a problems list and a repair cost.

Great question. Yes there should be room to negoitiate with the repairs/replacement of the bulkhead but there is no guarantee. I would ask the seller to have a city/county inspector out to the property to give you an answer as to it being a code violation. Best to get it from the horses mouth.

The area is great, I couln,t tell you much about neighbors. Are you looking for a home? I would suggest if you already have an agent take a look at some properties and spend some time there and meet the neighbors. If you currently are not working with an agent I'd be happy to help you with your search
