First, I would not sign anything without having a REALTOR or an Real Estate Attorney representing your interests if you are truly interested in this property. His/Her Realtor should be contacting you with all the required forms, etc. As far as the reduction in rent to keep it in show condition, that is probably between you and the owner.... more
As a Realtor we really can not say what is safe. Search for a crime map on line or contact the local police department for information on a neighborhood. Contact me if you are looking for a Realtor. firstname.lastname@example.org... more
We are right in the middle of it:
During the summer, most houses show best;
Weather is sunny
No standing water
Roofs don't leak
Flowers are in bloom
Leaves are still on the trees

I have always referred to Washington Grove as "Garrett Park North" which is located below White Flint Mall. Washington Grove is a small community that time forgot resembling a New England small town of the World War II era.
You are corrrect to say the area to the north and east of Washington Grove has changed over the last 20 years but has not effected the desire for Washington Grove as a small community. There has been new construction of mini- mansions around Washington Grove the last 8 years by buliders wanting the Washington Grove sub-division name for marketing purposes.
If you desire the small town appeal there are other area's you can direct your home search.
