Often no credit is worse than bad credit. Mainly because there is no evidence of payment history at all. She'll need some trade lines. A good strategy might be to get a credit card or two and charge monthly utility bills on them, and then pay them every month. That will help establish some good credit relatively quickly. Mosts states all mandate paying what the "market rate" is. So in most cases it would have been 1 to 2% a year for deposits held longer than 1 year.
