You can go to your bank, and ask to speak to the loan officers there. That might be the easiest since access to your accounts will be available. You need to provide all your financial information( W-2's, check stubs etc) and based upon your income and debt, a mortgage amount will be determined for you.
Take your loan Pre-Approval and meet with the local Realtors and begin working with a good Buyer Agent.

Most times you can get a condo for less than a single family home given the sale neighborhood.

There are a few neighborhoods that fit that criteria, depending on what age home you would prefer. I would consider Sherwood Forest, Northgate, Bloomfield and Naraghi Lakes. FEDERAL TAXES should be on a person's income, not on his property; I can see the IRS doing this, but, you should go down to the local IRS office and ask them:
If they will not release the LIEN then you should walk away; not get involved.

I have found the IRS to be very reasonable and responsive.

This link shows two programs, the first is for homes that have been acquired and rehabilitated through the Neighborhood Stabilization Program. The second, is more general, to allow for a broader selection of homes.

Property taxes are higher in Salida and the demographics are different. There are a few more details that make the difference. Ripon is also one of the most expensive towns in the Central Valley.
