Hi Ellen,

There is no set percentage. The list price may be high, low, or right at current market value. The best way to know what you should offer is to have your Realtor do a Comparative Market Analysis (CMA) on the property using SOLD comps within a 1 mile radius of the property (the closer, the better) that have SOLD within the last 3 months. This will give you current market price and this is what you should base your offer on - not on list price.

I recently read an article where Maine has some special loan programs out there right now for low interest loans.

There would be no reason to try and find out. If it has not gone through the foreclosure process then the bank does not yet own it, the person with the mortgage in default still owns it until the foreclosure auction occurs, then the bank owns it. They can't sell it until they do own it. Once they own it they will look into putting it up for sale and they will not speak to you or anyone else until they are ready to do that and it can take months to get to the point where they list it for sale. ... more

Depends where you are. Each government (state, county, town, city, etc.) does it a bit differently. Once you figure out who does the statistics for your area, it is usually pretty easy to go to their website and find out who the owner of record is for the property. For example, here in Monroe County Florida, the County Property Appraiser maintains those records and a great website to go get information on a property based on address. It will tell you who owns it, how much they paid, when they bought it, and how much the current tax assessment is. Good luck in your search... ... more

Sorry to hear about this equity loan nightmare situation you are going through. It doesn't seem fair at all, but I can tell you that the current appraisal of a property may very well not match the current town assessment, especially if the assessment was done a few years back when the selling prices of homes were considerably higher. It's not much comfort, but you certainly are not alone in this situation where equity loans are tougher to come by for the very fact that the home may not appraise "high enough" or have enough equity in it to draw against it. I can't imagine why the bank would state that there "is no value" since you bought it and have no mortgage on it. It has the value of what it can currently command in today's market which, according to the bank appraiser is $130,000.
