Do you mean best in terms of highway or train connections? Taxes? Proximity to shopping, restaurants and amenities? Beach? Price per square foot? Lot size?

Kal - I think generally one could make a case for about a 10% decline in prices. But I could show you properties that decreased more than that, stayed the same, and even increased in value. Unless you get the same property to evaluate that sold during those time periods, you've got to consider buyer motivation, seller motivation, and the inventory at the time of the sales. I you're interested in getting an evaluation on your property, I could be more specific in determining value, but you're asking about Sept 2011, so I don't know why you want that. It appears that u are looiking in the 300 to 500 range with an FHA loan. Frankly the best way to go about your search is to find proeprties of interest, then ask the assesement question as none of us know when an asseseement is looming unilt such time as we ask. Any older complex is going to come with looming assesements. While at the time of sale it may not be a consideration, you may find yourself with an asseseement that wasn't ven a though just months later.

If a listing agent is not available and has not given you someone who would be handling her matters while away, then you should speak to the broker . . . and don't be afraid that you will be getting him/her in trouble . . . they'd rather have the busines than lose the business. (just sent someone yesterday to the broker for an agent from an entirely different agency than my own that was away on vacation calling the listing broker).
If you had not had any previous contact with the listing agent (i.e., he/she hasn't privately shown you the property, you can choose to be represented by an entirely different agent, known as a buyers agent.
As for how long it takes to get a counter . . . loaded question. Years back I'd answer within hours no more than 24 hours. Today, both buyers and sellers are so money conscious that I've seen an immediate response, days to respond and worse a week. It all depends on the seller and the type of realtionship the agent works with his/her seller.

Ideally you need a local real estate agent who has a track record in completing a lot of short sales. You should interview more than one. The real estate company they work for is less an issue than their own track record in completing many successful short sales. Have them supply references. You have one shot at doing this right. Make sure you are represented by a real estate attorney who also is experienced in short sales.... more
