Because of the wide variety of rentals in Lake Forest, the price/square foot doesn't give you as much information as it would for condos in the city, for instance. Currently, there are 25 properties for rent in Lake Forest, ranging from a 3 bedroom, 1.1 bath duplex for $1650 to a luxurious 7 bedroom home for $19,000/month. About half of these rental homes are priced at $4000 or less.

I presume this question is in regards to bank owned homes. If there are issues with title that would prevent them from closing the transaction and providing you with clear title, they can and do cancel purchase agreements up to and on the dale of closing.

If this is in reference to a buyers bank pulling out, they can also refuse to fund the loan if the underwriting hasn't been successfully completed or if the buyers employment status changes prior to closing.

You would need to contact your local tax assessor's office and file an appeal. Numerous residential homes throughout the country may be overly assessed in value depending upon when their re-evaluation was performed. This is the main criteria for reducing a property's taxes but each municipality operates differently so you need to speak with your local tax assessor's department to determine if you can reduce your property's taxes and what the process is.
