It usually means that the local municipality has placed a judicial hold on a person or their property. Sometimes both. If this is a property question, then its probably a case of the owner not paying utilities or he could owe certain fines to the municipality. In either case those debts would create a Lis Pendens on the property and would need to be satisfied for the property to have a clear title. Hope this helps. Which area of Galveston are you talking about? Galveston consists of some places that have virtually no crime and then others that are like other places. We no longer have a projects which I'm sure had a large roll in crime, but honestly people in Galveston just tend to love other people that live in galveston. It is the closest community I have ever lived in everybody likes everybody.
