The answer to that question depends on so many different factors. It depends on the number of people living in the home, their particular habits, the age of the home, the age of the windows, the age and the efficiency of the heating and cooling systems in place, the type of insulation and so much more. Each home would have to be looked at individually.
I know for us here in Brevard County Florida, we are able to contact the utility company directly. With the permission of the current owner, they will provide you with a free yearly accounting of the monthly utility bills. Perhaps you would be able to find out if that list is available in your area, also. If not, and you are considering a resale home, it is not uncommon for the current owner to provide a buyer with that information.
It helps to get a ballpark figure for utility bills on a particular home, when thinking of buying. But do remember...it is all relative to the habits of the current residents of the home.
Good luck to you,
