You need to look at the school district boundaries. They are not the same as zip code boundaries so just going by zip codes is not accurate. The property you inquired is not in HPISD. You can look up HPISD boundaries on its web site at

The best advice that I can give you is to draft a brief letter that explains your credit history and also provide the income documentation that will be used to qualify your ability to pay rent each month. Landlords typically understand that tenants may not have good credit history, but they also want to know the reasons. Transparency is good.
