I am a Realtor and ethically Realtors can not define a location as good or bad. You will need to do some research and once you decide the City that you want to purchase in; you can request some available properties be sent to you in the area that you choose. I would not suggest that you buy a property that you have not seen. Both Solon and Glenwillow belong to the Solon Schools system. Let me not pointing out pros and contras. I'll just give you some facts so you can decide which location is more suitable for you.

1. Choice of Real Estate for sale

Solon is a bigger city, and it offers a bigger variety of housing options. As of 10/12/2009, there are 172 houses and condos for sale in Solon OH. You can find the houses of different style, age, architectural details, upgrades, location here in Solon.
Glenwillow OH offers 12 houses for sale, no condos. They are mostly located in two adjacent developments and are not very different from each other.

2. Home prices

Currently listed Real Estate in Solon OH priced from $65,000 to $2,400,000.
Currently listed homes in Glenwillow are priced between $189,900 and $292,000.

3. Age of the houses

Most of the homes and condos in Solon offered for under $200,000 are about 40 yrs old or older. Houses built in 2000 and later are usually priced over $300K, and most of them are over $400K.
Being a new, developing community, Glenwillow offers much younger homes and for more affordable prices.

Generally speaking, Solon is more established area with a variety of housing options vs. Glenwillow being a young, still growing community with not a big difference in architecture and quality.

Each of these communities is unique. Very different areas.
Cleveland Hts is a very urban environment. Close to Clevelands cultural treasures and the areas largest emoployers--Cleveland Clinic & University Hospitals. Many classic style homes with a great number of stately, older homes built in the 1920's.
Solon & Strongsville are much more similiar to each other than to Cleveland Hts.
Both areas offer a wide range of housing types. You can find homes with a 50 x 135 lot up top homes with several acres.
Both have excellent school systems.
Solon is located Southeast of Cleveland. Strongsville is located Southwest of Cleveland.

I can help you find a rental in the area that you mentioned. There are currently 31 single family rentals available in the area that you inquired about priced between $1,000-$2,000/month.
As a renter, you NORMALLY, are not liable for property taxes. Those are obligations of the landlord/owner.
The option to buy is an agreement tthat can be structured in a variety of ways. The basic objective is to lock in an option to buy a home at an agreed upon price at some point in the future. These are often used when there may be credit issues or the buyer needs time to accumulate a down payment.
