No because they do not have any authority except what is specifically listed in the CC&R's. Anything else would be under whatever particular governing body that would apply - i.e. city codes, rules, etc. I was the President of my HOA and we carefully adhered to the rules & regulations as written. There are only a few available at this time in the MLS, and they are above your price range. In Plano, you are able to transfer your child (if space is available a the school) for a small charge. The most recent cost to transfer a student was $50 per campus. Keeping this in mind, you may want to view homes in the nearby parts of Plano and then transfer your child to Aldridge.

A lot depends on the competition in your area as to what you can ask--in addition it must appraise. Most appraisers will look at past sales for homes your size for the past 6 months and will compare one-stories with other one-stories in order to establish value. Your size home is very appealing to first-time homebuyers and those wishing to downsize. A lot of them want to stay under $200,000. I was just showing homes in your subdivision yesterday to a client. My office is very close to you (Coit & McDermott) so this is an area I work in regularly. In checking the activity for the past 6 months in Preston Meadow, there are currently 11 homes on the market ranging from 2011 square feet to 4308 square feet. Of those, two are one-stories (2011 sf and 2864 sf) Seven one-stories have sold in your subdivision in the past 6 months. Updated homes will usually go first. Sounds like you have some nice features. Newman Village is a beautiful development in Frisco - homes range from upper $400s to over $1 million divided up in to five distinctive neighborhoods. The development has great ammenities with a clubhouse, community pool, tennis, exercise trails, and playground all in a well-kept park like setting. The HOA sponsors fun events for the entire family, including movie nightsThere are several builders to work with including Balkman-Riordan, Darling Homes and Bob Bobbitt. This development attends Frisco schools as well.

CoServ is the electricity supplier for Frisco. It is a cooperative electric service, not a profit company. This means that revenue collected and not expended is distributed to its members after the close of the fiscal year. (You must become a member to get electricity.)

The current rates are 12.9 cents/kW-hr, except during November-April (11.9 or 11.4 cents/kW-hr over 700). You can see the rate sheet at http://coserv.com/Electric/CustomerService/CurrentRatesandTariff/tabid/74/Default.aspx
A typical usage might be 2,000 kW-hrs, which equates to $258 plus $10 customer charge, $268? Your usage will vary and you should look at your current usage to see how to estimate.

CoServ also operates the gas company and you can find information on it at the same website.

Water is provided by the City of Frisco.
There is a $22 customer charge per month, which includes 2,000 gallons of water in and out. For each 1,000 gallons above that, you pay $5.19.
So, for 9k gal $58 or so.
In addition you pay $10.83 for trash, more if you have multiple carts.

City of Frisco 0.4650
Collin County 0.2425
Collin County Community College 0.0863
Frisco Independent School District 1.390 OR Prosper Independent School District 1.64
For a total rate of 2.1838 OR 2.4338 without exemptions, depending on the exact location.

If the property is in Frisco, Denton, then the applicable taxing entities are:
City of Frisco 0.4650
Denton County 0.24980
Lewisville Independent School District 1.4087
For a total rate of 2.1235 without exemptions.

Richardson/Plano area is fabulous, in fact it's where I live, for the same reasons as you are discussing. The schools for the kiddos are fabulous (RISD was ranked #1 in large school districts). The communnity is centrally located to shopping, the arts and transporation.

As to your obtaining a loan, I doubt your international status will cause you too many issues. I have worked with many couples coming from overseas without a hitch. You will just need to meet lending requirements.

If you like, you can send me your e mail address and I can forward several lenders here in Dallas that I recommend who can pre qualify you. That way you know your price range and can narrow down your search area. I can also set you up on a gateway to our MLS that will privide you with automatic updates of new properties on the market that fit your criteria.

Per the MLS, there is only one house listed for sale on Whitley. I haven't driven by the street, but if they are not listed, that is very likely the reason they are not sold yet.

If your trying to see what someone paid for the house in 2001, unless it was sold through the MLS, it will be difficult to obtain if you don't ask the seller's. To see the tax assessor value in 2001, which is usually different than the market value and sales price, you can go to the county's county appraisal district website and look the property up by address, then typically you will be able to see the previous years tax assessor value.
