The Lease Agreement wording should answer your question.

For example, rent might include cable service....or total monthly payment may be base rent plus the cost of cable.. If cable were to increase, your total payment may increase.

Without the rental agreement and details of the change, your question has no yes/no answer.

The owner pays the condo fee, taxes, ins. and the rent should be sufficient to cover all of them plus. Condo fees are based on the on the amenities of the development, the size of the the unit, etc. The owner would be foolish to rely on the tenant to pay those items as they need to know the are up to date and taken care of. The renter only has to think about one payment and that is the rent.
