Maybe I can help with a rule of thumb. Picture Las Vegas as a circular valley. Downtown is the middle. Make a line from the bottom of the circle to the middle and that is the strip. It basically takes 30 minutes to cross the valley on the freeway so the strip is basically 15 minutes from most houses. A little longer if you live further from a freeway. We have a North/South and an East/West freeway and then there's a circle around 2/3's of the valley.

Every one I've stayed at did not charge extra for parking:
MGM, Circus, Treasure Island, etc.

They do have many trees, and no covered parking, so it will be out in the sun.
If you are worried about it, you could take a car cover.
They do have cameras and security guards.

I have attached a link to the RTC website. It does look like you can get there from the Airport. It looks like you will have to take a switch busses a couple of times. You can see the times on the schedules and plan your route. It looks like you need to eventually be on the route 103 that runs along Decatur to get to your destination.
