There's no central repository for that information. You can generally find reports for schools and crime right on the web. As for the neighborhood, you may find blogs about it or drive around yourself to get a good feel.

Or, you can find a good buyer's agent who can provide all the information for you.

There new homes that are being built frequently but that depends on what area, type and price range you are looking at. There are some homes in areas of Westchester Village, Pelham Parkway and Morris Park that have grand victorian homes for sale with 4 - 7 bedrooms with 2 or more bathrooms. I have seen a significant number of homes that have or is being built in my opinion most of the new construction properties tend to be smaller. I have seen some of my buyers purchase multi-family homes and utilize the entire property as single family property. Sometimes when looking at a home you have to look at the potential a property has to suit your needs

Some home buyers even can work with developers in certain phases of a home building process to design a property as it is being built.

The lender will send a representative to the property, generally speaking it is the Realtor who will be listing the property for sale. This realtor's first job is to determine occupancy to the home, in which case they will knock on door, leave card with attached letter asking tenant to contact them. At anyrate the lender and it's representatives have to follow the laws for eviction, even though they don't have the "Signed" lease or anything. Since they lender has to follow the law, which generally takes more time, more money, and more attorneys they offer Cash for Keys. Tenant gets a check if they agree to move out sooner. When I do it, I give tenants 10 days and on the 10th day I bring the certified check from lender and tenant is happy as can be. Now I have also heard that lenders are now working with tenants and renting the property back to them, assuming property is in good condition and tenant can afford rent. Generally speaking the tenants don't "lose" to much in the process...of course besides having to move.
