Best to get the Title 5 exam done as soon as possible. Once frost sets in very difficult to do work after that. Check with the local board of health for authorized companies. If you9;re using a real estate professional they can be of assistance in detailed local info on this process. You'll also want to make sure your attorney is involved in drafting any language to deal with the any title 5 issues that might come up.

Some properties allow for pre-inspection, others do not. It all depends on the rules of the auction. Also that's sometimes why the prices are low, due to the risk involved.
