What it comes down to is the loan product is a conventional loan, but you as the buyer will only have to come in with 20% down "of the 20% down payment needed," the city covers the difference for you. Your agent should be in touch with her asking where it is. You have to sign the counter or they had to send you back a signed offer. There are dates and time limits on offers. If they didn't send it and they didn't sign it then it is a dead deal. If the property is still available you can submit a new offer which is the best bet. ... more

Yes, there are both cities and loan programs that can help with the downpayment and are lenient with credit scores. Bellflower as I remember does have a program the question will be the qualifying and then will it fit your needs.
