Typically the buyer would want to make an offer contingent on a home inspection. This is one of the things a home inspector would look for.

Andrea. Very good question. I see that you are in Utah. You might need to check with a mortgage broker in Utah as the laws from state to state can vary. GENERALLY speaking, there may be some additional down payment requirements and generally the interest rate may vary with a second home purchase as opposed to an owner occupied home. In Diamondhead we have Property owner Association dues - in Jan, the dues will increase to $80 a month. Because we are not incorporated, these dues are used for our roads as well as the many amenities such as the country club, soon to be Pier House (formerly the Yacht Club), plus the pools & tennis courts which are free to members. also our members get a very reduced rate on Golf.
We also have fire dues, which in Jan will go up to $25 - these also are well worth it becauses by having our own fire department - the insurance on our homes is lower

18 ft above sea level is the FEMA reg. now. Some existing homes are grandfathered in if the damage is less than 50%, which means the house would not need to be raised.
