Late fees should be clearly spelled out in your lease agreement. I'm not sure there is any 'normal' fee. I would expect a late charge to be in the range of 5%, but that's just a guess. You need a specialist ----a property management specialist, that is. With four pets, you need to locate a sympathetic landlord. If your budget is flexible, then I recommend searching for a house versus an apartment. Near to Capitol Hill; try the Madison Valley, Madrona, or Central Area. Waterfront or water view homes are in higher demand than others and generally go for more than that. In a quick search I did of West Seattle Rentals I found 2 at $1150, but neither indicates a water view. I would suggest either raise your rent parameter or give up on the view. ... more

Have you tried the duPont Registry online? There you'll find luxury homes, condos, etc., with contact information to reach the agent who has the listing. I was just looking on duPont last night, and saw several wonderful-looking properties around Elliott Bay and one or two on Lake Union.
