I don't believe the city will evict you, rather it will fine your landlord for renting an illegal space. The Landlord will most likely want you to move to avoid paying fines. As for time frame for you to move - Legal Aid will have the answers regarding your rights and the Landlord's responsibility to you. In the meantime, get yourself a smoke detector. .
Even if the landlord is willing to make the necessary changes to make the space legal, it will take time and money. Depending on exterior access to the window, the cost to enlarge will most likely be $1000 - $3000

You are not in a safe place and you don't have access thru a low window to crawl out of it which is the law. If you go to the city of Portland they will evict you for being in the basement and renting so it would be best to look for another place for your own saftey. Do you have a smoke alarm with a Carbon dioxide tester on it? This has been code for over 1 year so you can tell the owner you want to move or at least get them to put one in that is the law.

If you are new to being a land lord you might talk to a few rental mangement companies and see what they charge and what it covers? The state of Oregon has some information on land lord rules and the city of Porland offers classes on being a land lord thru out the year. Good Luck,

Rentals are going fast anymore unless they are priced at the top end of a range.

Mimi the best rentals on quiet streets with good floor plans that don't have bad carpets and odors....etc...always rent within a matter of days if not hours.

You know what your doing. Any 3/2 in a good area will go for $1100 to $1650 per month. After that it gets tough to rent and you will see that in the time to rent as renters resist the market!
