You could go to an escrow company and learn about easements, how people take title, how they complete closing statements and so forth...that would give you a small look into a few items that we look at. The VA basically guarantees the loan - much like Sallie Mae for a student loan. The loan can be up to 100% of the purchase price. You'll need to supply a dd214 and your lender can then get verification from the VA of your eligibility for the loan. A lender will still need to approve your loan; however, the guarantee from the VA is a huge benefit. ... more

I'm not sure what you mean by "certified property manager". In the state of Oregon, there are definitely "Property Management Companies" that do nothing else but manage properties. However, a licensed real estate agent in this state is also able to perform property management. If I knew more about what your needs, I might be more help...
