There is no apartment number and no agent name, so yes, possibly a scam.
No apartment number is a big red flag. Someone called me about this two weeks ago. They tried to rent it and the "agent" only asked for money. No local (Honolulu) point of contact was given.

I will assume you are speaking of Kuhio Ave located in Wainiha on the north shore of Kauai. There is only one condo resort past Princeville going north - and that is the Hanalei Colony Resort.

All of the current listings are 2/2 or 2/1.5. They range in asking price from $395K to $725K. The closest shopping is in Hanalei which is approximately 6 miles away. The Mediterranean Gourmet is adjacent to the condo resort. The Hanalie Colony Resort is a beachfront resort.

I am located on Kauai, so I can't help you with any particulars.
What I would do is contact any of the numerous rental companies, or real estate agencies that also do rentals, in the Honolulu area and they will be able to find what you are looking for.

As you are looking for a rental, and will more than likely end up going through a rental company, let
them do the work and locate a number of rentals which will work for you.

There are no 3 bedroom rentals on Oahu for less than $2000 within 3 miles of downtown that I know of.
The homes in this particular area start at $750,000 so rent would start at $3500 most likely. ... more

This site is the public's version of the MLS system and requires a Real Estate agent licensed with the HBR to post a listing. This gives you more accountability than a place where the public can insert listings or some scammer from Botswana just throwing listings online.

I don't recommend trying to rent an apartment, or even share one, long distance. As you said, there are too many scammers. I think it would be ideal to contact a local property manager, find an apartment, then find a roommate to share it with. If you have questions, call me. I do not handle any rentals.
Talk to her parents, they can certainly help you as well.
