First, if you have kids, ask them! They will know the best streets for giving out candy. We go in my neighborhood because there are three streets lined with decorations and its like kids from other areas come.
Also, the parks are doing activities. Depending where you are, I just saw a sign that something is going on at Arden Park, Howe Park, etc. Check with your parks and rec district.
In addition, some of the malls have safe trick or treating.
If you have small kids and don't want them to be too freaked out, I also suggest Boo at the Zoo. My kids love it. Check the zoo's website for pricing and hours.

The next item to address, the matching of what you will be looking for in a home and it's price and
the location (not too far from the VA hospital). You can do a radius search on the sherriff's site
centered on the hospital and see what you find as far as criminal activity and see what areas would seem to meet your requirements. Or you could start from the other end and locate homes that meet your needs and then check the activity around it......for my purposes I think I would start with
my search for the home first as it won't do you any good to find acceptable neighborhoods if there are no homes for sale there. If you would like to engage the services of an experienced agent, Tina and I do market in the Rancho Cordova/Mather/Anatolia areas as well as Rosemont & College Greens. There are some great neighborhoods in the Sacramento area that are safe and guarded. If you are looking into retirement here there are a number of affordable senior and gated communities. The quality of life here is great, with sunny skies more than any other place I know of.

Also, will you be purchasing with cash or a loan may make a difference on what price you will essentially pay for the home.

In the 200k price range, I can say I recently closed on a 3 bedroom 2 bathroom home with a swimming pool in Elk Grove, and the home was only 6 years old!

I also would look in the Yellow Pages for local renter's rights groups that can help. A third option would be to go to the city to make sure the appropriate local office is aware of the situation.

As far as I understand a certificate of occupancy is issued by the county for properties being built or significant remodels, at the completion of permitted work. I'm not sure what you are referring to in needing a certificate of occupancy to rent a home out.

You may want to check with the county if you feel a property is being unlawfully occupied, or with some illegal contract. As far as I understand the lease does not have to be written, but the tenant rights are very specific and you may want to actually go to the court house and speak to someone there if you have any issue with a landlord. There is free legal services, as far as I understand, right at the courthouse.

The 95821, and 95864 areas are very attractive areas for homes that you are looking for. These are very well developed neighborhoods, good solid schools, parks, etc.

You might want to search on a website yourself, (you can sign on to my website and set up your search if you prefer at ) or one of the realtors here can set you up on a search where you can receive all the information that you are requiring, save listings of interest, reject ones so that you don't have to see them again if they don't. But I would start with that.

Rio Americana high school has solid scores, and while your children are young, it is where the lower grade schools are feeding in to. There are many good public, and private schools in the area where people from other areas of Sacramento are commuting to.

When you have a search set up, there are features that allow you to see where other amenities are, like parks, medical facilities, elementary schools, etc. You can then research the elementary schools.

That would have you close to work, and excellent family home environment and all the services that you are interested in.

Short sales are probably better for your credit and I believe that there is a rule that you won't have to pay income taxes on the banks losses from a short sale. Another option to look into is deed in leiu of foreclosure, but I think you have to have the property listed for a certain amount of time before the bank will consider that. That saves foreclosure and short sale problems and is less expensive for the bank to handle, so sometimes is a better option for both parties. Be careful of companies that say they are going to help you negotiate with your bank and ask for money up front. Call the Hope Now Alliance if you want to explore options. I love Sacramento. My partner and I also have a place in San Francisco and it's fabulous being there, but there's something amazingly livable about Sacramento in general--plus the weather's great, there's actual sun in the morning, and you can enjoy an evening outdoors without layering. ;-)

As a San Francisco urbanite, you'll probably find that Sacramento's Downtown ( and Midtown ( neighborhoods offer the kind of activity and amenities you've become accustomed to. Downtown Sacramento is more urban (read: less residential, more office) and Midtown is more mixed use (think Hayes Valley or a more active Noe Valley). And flat. Don't forget flat.

Be prepared for warmer summers (you'll use air conditioning), but I definitely recommend that you check out Sacramento. And, if you're looking for something quieter or a little more suburban, there are plenty of neighborhoods to choose from with their own look and feel.

My son and his family live in East Sacramento - just past the expensive "fabulous forties" They are on 51st street near Folsom. There is a good park, a great elementary school, nice houses for decent prices, and safety (that is relative in this day and age) They have been there for five years, he takes the light rail to work at the capitol, my grandkids play with neighborhood kids without fear of being hurt. My favorite neighborhoods are the Fabulous 40's, Sierra Oaks, and Land Park.

The Fabulous 40's is located in downtown / East Sacramento - basically from 40th to 48th Streets between J Street and Folsom Blvd. The homes there are very stately, and it is difficult to buy in that area for less than $900k. The homes were constructed in the 20's - 50's, there are lots of mature trees, the parcel sizes are relatively large for being so close to are the homes...gorgeous neighborhood...

Sierra Oaks and Sierra Oaks Vista are just outside of the downtown area and are between Howe Avenue and Watt Avenue, and the American River and Northrup Avenue. Mostly older homes, very large parcels, mature trees, etc...entry level pricing is around $650k...

Land Park is between I-5 and Freeport Blvd, and Broadway and Sutterville Road (and William Land Park). Again, older homes, mature trees, blah blah blah...entry level prices can be in the low $300k's.

I have an affinity for more established neighborhoods...othere opinions may differ...
