Per approval is waiting for taxes if they need the 2012 income to qualify, etc.
you will also need to have the tax transcript for that year pulled direct from the IRS before you can use those taxes. Make sure you file electronically and long before April 15 th.
aft that you could be waiting literally for weeks to get report back from the IRS.

Hi Kendall - It's great that you're starting to look for a rental now with a move-in date of 7/2013. You would probably have luck with Property Management Companies in town. Most would have a list available to you of rentals in your price range. Also, the good ole' Craigslist, is a great way to see what's available and where the market is currently. I think for walking distance to SBCC, 2 bdrm/1 bath for $1400...might be a little difficult to find. I have a rental that is a 2 bdrm/1.5 bath townhome near the mesa, driving distance to SBCC (or biking) that I currently have rented out for $1750/mo and that's a good deal. Olive street extends from downtown in the commercial district well into the upper east side, but in general is a safe street. And Roosevelt is one of the best elementary schools in SB.

Those are some big questions!
1) building costs can range immensely depending on the finish work, from $250-500/sq ft
2) neither one is 'better', empty land can be hard to come by in Santa Barbara, but there are several lots currently for sale though and I know of another that's not 'actively' listed. Buying a SFR is definitely the easier route but may not be what you are looking for.
3) We have no shortage of excellent builders in Santa Barbara, I can recommend several whether doing a remodel or starting from an empty lot
4) The only local bank that is currently doing construction loans is Community West Bank.
