Normal heights is roughly 20 minutes tops from beaches. You could drive from normal heights to La Jolla shores in less than 20 min, even during rush hour traffic. Scary? Yes, I agree that buying a place in a different country can cause some uneasiness and a little concern. However, if you work with a professional who understands everything it is that you are trying to accomplish, along with being able to walk you through the process in an easy to understand manner, then you should be in good hands. 92103 is Mission Hills and is quite a neat neighborhood with a lot of craftsman style homes. Generally speaking, most places in San Diego would be no further than 30 minutes from 92103, so it's a question of how close you want to be to the relatives, what kind of home you can afford and any other parameters you may have. As far as buying a place outright, while it may be nice to not have any debt, it really becomes a question of whether you want your cash tied up into a home or have that money working for you elsewhere. Getting the interest deduction on a mortgage is one of, if not the, biggest tax benefit, so assuming you are in a 25% tax bracket and a 4% interest rate (can probably get lower, but I'm being conservative), then the effective cost of borrowing is really 3%. So, can you earn more than 3% elsewhere with your money? Of course, if for whatever reason you are not able to obtain financing, then cash may be your only option.
At any rate, you should be ecstatic to be moving to America's Finest City. As a San Diego native and someone who has traveled rather extensively, there are few better places to be in the world than here.

Why are you focusing on short sales and foreclosures? In many, many cases they are not the best deals on the market. Consider the fact that you have to wait for the bank to respond to your offer, which could be 4 or 4 months and then they tell you what they will or will not pay. On a foreclosure many banks will not pay for termite, pay for a home warranty and the do not pay for repairs, so a physical inspection is for your information only.
Although some Realtors who have REO accounts know that a property will become available they don't accept the first offer - in fact they usually take offers for a 5 days before they select. There are other ways to win the deal and you need to know how to write a clean offer and what the bank is looking for - this will benefit you more.... more

Talk to a local lender. But, why would you want to take over a mortgage if the person is about to lose their home? You would first need to bring the mortgage current, in other words, pay all the past due payments and penalties. Is there any equity in the home? If not, then you would be agreeing to pay the bank more than the house is worth. I would suggest your friend talk to a local realtor who is an expert in short sales and foreclosures before doing anything else. Redondo Ct. is a street in Pacific Beach near the Mission Beach border that had small condos selling in the 400,000 plus range a few years back and homes for as much as nearly $1,000,000. There are no active listings currently on the street. It is on the strand between Mission Bay and the Pacific making it a rather prime area.
