A loft rental space you're referring to would best be found in the paper or the local LAweekly would be a good source as most of the ones you described are not going to be through an online source.
Also for LA area check out W paper or walk the fashion district and ask around.

Some "friend" you have. If they are just a friend who is visiting, that will not leave and is not a tenant, what is to stop you from changing the locks and packing their things for them? It is your home and you are living there as well?. If you are collecting rent or have a tenant agreement, then you should be careful to make sure that you go through the proper legal eviction process.

Are you currently searching the HACLA Section 8 listings? If not, go there and see what is listed. However, it depends on how many Landlords are listed with section 8 in the Pico/Robertson area.

Also, even if you do find a 1 bedroom that is not listed as section 8, contact the Landlord and tell them you're voucher holder. A landlord can apply to be on a sectoin 8 list. Sometimes, Landlords are also happy to have a voucher holder because it gaurantees a check at the begining of each month.

Is the research only based off the Rent Monitor and Monthly Price only? I'm familiar with the Silver Lake, Hollywood Hills, and Los Feliz areas and they are popular areas to live.

However, I would factor in neighborhood, proximity to freeways/other cities, crime rates, cultures and other factors that can attribute to popularity.
