The view is a value factor only in as much as it is better or worse than comparable views.
I use a 10%-15% baseline. Example: A similiar property with a view of City Lights or Ocean/Waterfront would be 10% higher than the same property with a Mountain view. The caveat....Location which will determine your buyer pool. Veiw is still a subjective value facxtor. If you could give a detailed description or example, someone will have a different perspective.

Best way to find Rentals would be Rent.com, Craigslist.com and your local classified section of your newspaper. Unfortunately Trulia does not offer rentals on the site. I hope that points you in the right direction.

No, you do not need a license to rent out your home as long as it is for normal tenant occupancy and normal single family residential use. As far as tax advantages, it depends upon whether you have a positive or negative cash flow...in other word whether you are making a profit on the renting of your property. Not sure what information you are looking for and what you consider a "traditional" development. In San Pedro there are small developments like The Cape which consists of townhome style SFRs in a gated small community. The homes are close together with small yards/patios, there is a monthly homeowners fee to maintain the development. Parents like it there because the kids can play outside without having to worry about traffic and most people know each other, making it feel more like a neighborhood. The downside is noise from being so close together, rules from homeowners association and small yards. If you are referring to the proposed Ponte Vista development, that opens up a whole other bag of worms and it can be discussed hypothetically but I doubt it will become a reality. ... more

Look, I don't know. Of course, I live and work in Glendale, right smack between Pasadena and the Valley. All I can say is, even being "above" the masses, in Glendale we call it "the Glendale grime"
the AQMD recently reported that all of the basin is "unhealthful".
Sometimes it is a matter of terms.

It depends where your job is. If you work in LA proper, the driving times would be roughly equivalent, but if you work in OC and commute from the Valley (or vice-versa), you'll spend so much time driving you won't have any time or energy left for fun or entertainment.
The San Fernando Valley has a lot of new developments that are pretty family-friendly, but it's also a lot closer to fun areas like the Sunset Strip, Universal City, Studio City and North Hollywood, with lots of clubs, shopping and theaters. So unless you work south of Los Angeles, I'd go for the Valley.
