I am not sure what it is that you want to know. the link shows a property as a public record listing in the link it states SOLD, if you are looking for a property in Vegas, work with a Realtor, who will be able to double check on availability of properties, and also answer all other of your questions concerning certain properties you may be interested in.

In order to make an offer on a HUD home, you must have a HUD certified Buyer's Agent representing you:
They will guide you on the in's-and-out's of a HUD purchase.

From where I stand, (400 miles away), you would be wasting your time by offering $25,000.
$35,000 would probably be "highway robbery" and many HUD homes go for a little more than LIST.
But that is what your Buyer's Agent is there for; to do a CMA and guide you.

Many of our investors feel as though multi-family complexes simple could not compete with single family residentials (SFR) over the last couple of decades. We believe that this is the reason no new developments have occurred. No Demand.

However, cap rates for multi-family units in Las Vegas are closing in on cap rates for single family units with a straight lease. This is not true for SFR's with lease/option tenants at this time. As of now, we have not seen any multi-family units that come close to SFRs under $100k that have a lease/option tenant.

Lease/option tenants in SFRs under $100k generally have cap rates approaching 15%. Problem is...SFR's are very few in this current market, and Multi's are coming in. We will be happy to furnish you with case studies.

To get your short sale approved by your lender(s) you have to prove financial hardship. If you were able to prove this and your situation has not changed, you still have a financial hardship. That said, no matter what the current market value, you still cannot afford the property. Now, if you really don't have a financial hardship, you shouldn't be doing a short sale in the first place.
